The Coordinator of the Niger Delta Presidential Amnesty Programme (PAP) Prof. Charles Quaker Dokubo and the Director of Finance and Accounts (DFA) Mr. Ityohuma Isaac Saawua have perfected plans to loot the monthly N5billion expected to be released by the Federal Government to the agency anytime soon, inside sources confirmed to Pointblanknews.com.
This is even as a sum of N1.1billion inserted into the 2019 Budget of the Presidential Amnesty Program, PAP, for the purchase of vehicles, have been looted by Dokubo and his cronies. No vehicle worth that amount was purchased, according to investigations by Pointblanknews.com
Investigations and multiple sources confirmed that the embattled Presidential Amnesty Program boss and his criminal gangs have penciled down fraudulent non-existent supplies contracts to the tune of N5Billion as urgent payments to themselves, believing that this might be their final batch of payment prior to the sack of Prof. Dokubo.
Dokubo, whose tenure ended May 29, 2019, according to his letter of appointment has illegally remained in office, signing and awarding contracts in what legal analyst say is the “highest form of impunity on display in Buhari’s Government.”

The Senior Management Staff involved in the fraudulent schemes totaling over N23Billion ($64 Million USD) Legal Adviser Mrs. Awotu Patricia Ojakovo, Director of Procurement – Mr. Musa Johnson Odiniya who brags and claim to be the money laundering Front-Man for the DG of the Bureau of Public Procurement (BPP), Mamman Ahmadu, FNIQS, Director of Administration – Mrs. Ubi Umoren Franklyn, a confidant, and a money laundering Front-Lady to the sacked former Head of Service Mrs. Winifred Ekanem Oyo-Ita, who was directed by President Buhari to proceed on an indefinite leave to allow conclusion of the investigation being carried out by the Economic and Financial Crimes Commission (EFCC).
These individuals allegedly perpetrated these fraudulent contract scams using fake and many unregistered companies to siphon billions of Naira from the Amnesty Coffers.
Meanwhile, sources revealed to pointblanknews.com that Dokubo padded his 2019 budget with fake projects outside the scope of the Presidential Amnesty Mandate amounting to over N25billion for: Acquisition of vehicles for operations N1.1Billion, Construction of warehouse in the 9 Niger Delta State, State office operations in 9 Niger Delta states, State office acquisition and use in the 9 Niger Delta states.
Our sources further revealed that Over 1.1billion was budgeted for official cars. According to investigations, the Amnesty office has less than 15 departments of which only the heads of departments are entitled to cars.
Sources told Pointblanknews.com that soon as 2019 budget funds were released, the monies have since been removed from the Amnesty office account and no vehicles worth that amount was purchased.
The only vehicle that was purchased in August 2019, according to inside sources, was a Toyota Venza which was purchased to replace the official car assigned to one of the management staff who sold his previous car (a used Toyota Venza) to himself. Prof.
