A coalition of civil society organisations led by Sokoto DNA has presented a 16-point memorandum ahead of the 2025 constitutional amendment public hearing.
The submission includes a demand for the creation of Gobir State, the constitutional recognition of traditional rulers, electoral reforms, and increased local government autonomy.
At a pre-hearing press briefing held Friday in Sokoto at the NUJ press centre, former House of Representatives member Hon. Dr. Balarabe Shehu Kakale, who led the delegation, said five of the proposals focus on Sokoto State while eleven address broader national issues.
Dr. Kakale emphasized the need for the traditional institution to be formally recognized as the fourth arm of government, noting its role in preserving cultural identity, ensuring justice, and promoting national unity.
“Our traditional rulers should be part of the National Council of State. They represent the cultural and historical values of our people and can help foster unity and peace,” he stated.
He described the 1999 Constitution as a colonial legacy that ignored Nigeria’s diverse cultural realities, and said the current review process provides a timely opportunity to address longstanding structural gaps. “No constitution can truly serve the people unless it reflects their culture, heritage, and values. What we currently have is a borrowed document that doesn’t represent who we are,” Kakale noted.
On state creation, he argued that Gobir’s historical relevance as a pre-colonial kingdom justifies its elevation to state status. “The creation of Gobir State is long overdue when you compare its legacy and contributions to others already granted statehood,” he added.
Other proposals presented by the coalition include the renaming of Sokoto North and Sokoto South local government areas, the creation of Shuni and Danchadi LGAs, and the division of the Dange Shuni, Tureta, and Bodinga federal constituency into two. The coalition also reiterated support for state police, electoral reforms, and full autonomy for local governments and state assemblies.
Also speaking, Professor Mua’zu Shamaki, representing the Sokoto East Development Association (SEZDA), reinforced the case for Gobir State. He highlighted its economic potential, citing vast arable lands, mineral deposits, and high agricultural productivity—particularly in onions, watermelons, and other crops.
“Gobir has eight local governments and some of the largest fadama areas in the country. Its creation will not only bring governance closer to the people but also attract domestic and foreign investment,” he said.
In his remarks, a representative of the Usmanu Dan Fodiyo Foundation emphasized the critical role of traditional institutions in shaping a unified, culturally grounded society. “Our identity as a nation is rooted in history, culture, and values. Without embedding these into our constitutional framework, development will remain disconnected from the people,” he noted.
The coalition’s recommendations are expected to spark debate at the upcoming public hearing as Nigerians push for a more inclusive and representative constitutional framework.
