We were surprised (not very), to read from the Guardian Newspapers of April 14 2023 page 11 where one Alhaji Kabiru Sani Giant wrote a petition against the Federal Ministry of Works & Housing and the Chairman Senate Committee on Works, His Excellency, Senator Mohammed Adamu Aliero, Senator representing Kebbi Central Senatorial District in the upper Chamber.

Alhaji Kabiru in the heading of the petition, among other things he said …”how he (Senator Aliero) diverted and awarded fake constituency projects…” and where he also said “…as well as conniving with the Federal Ministry of Works in awarding road construction projects in the State”.

We were not very surprised to see such writings, considering the educational/awareness level of the writer. What amazed us much was his being adamant to seek a well-educated person to guide him in the writing of the petition.

However, somebody in Kebbi State must think twice or thrice by seeing that petition. Firstly, the writer should have went and enquire who awards contracts in a Federal Ministry in Nigeria’s setting, whether constituency or whatever type of Federal government projects. So, the first question to Giant is that can Adamu Aliero award contracts?

Alhaji Kabiru should understand that in a Federal Ministry in Nigeria, the Honourable Minister signs award of contracts  after all due processes are met in line with Public Procurement Policies and approvals from either Federal Executive Council or constitutionally relevant committees set for that purpose. In fact, all the projects mentioned by Kabiru Giant, none of them was awarded by Senator Mohammed Adamu Aliero but were signed by His Excellency, Babatunde Fashola, the Honourable Minister of Works and Housing, who is No. 1 Minister in this Government as far as performance is concerned.

Somebody would not be wrong to say that Kabiru Giant was sponsored to attack or downgrade the Honourable Minister of Works and Housing, His Excellency Babatunde Raji Fashola, but went indirectly to Senator Adamu Aliero, being Chairman Senate Committee on Works, before reaching his real target (Fashola).

You must agree with us because almost all the developmental constituency projects brought by two (2) senators (Senator Aliero and Senator Yahaya Abdullahi) received a very serious opposition, intimidation, sabotage and banning from the Kebbi State Government under the leadership of Kabiru Giant’s master, the outgoing Governor of Kebbi State, His Excellency, Sen. Abubakar Atiku Bagudu.

Everybody in Kebbi State is aware of the constituency project by Senator Adamu Aliero, for drainage, culverts and erosion control of Malala Area in Birnin Kebbi town, which after the company (Habibu Engineering) was handed over the site, the State Government out-rightly stopped the project. This and many other projects including roads construction in Karaye (Maiyama LGA), Bayan Kara (Birnin Kebbi LGA), Masama (Gwandu LGA), etc where the State Government tried to stop the works, to the extent that some residents of some areas protested and chased away the State Government officials before the work continues. Some of the projects did not see the light of the day because of intimidation of contractors by the Kabiru Giant’s master, the State Governor.

We never experience a situation where a none-performing State Government will sabotage and stop any meaningful/developmental project that have direct bearing to the development of the people, just because of political difference, until now, the case of Kebbi State Government.

On the other side of the coin, Kabiru Giant should have been awarded by Senator Adamu Aliero, because he (Giant) stated many projects executed by Aliero. He even went to the extent of displaying pictures of structures under construction. Although he called them “fake” and also displayed the pictures, We wish to inform Kabiru Giant that a fake project does not exist. The Oxford Dictionary defined the word “fake” as something “not real”.

However, our investigations revealed that all the 27 projects mentioned by the petitioner were either completed or ongoing. Some of them were newly awarded and the contractors mobilized to site. Secondly, in some of the projects he mentioned, the close associates of his Master Abubakar Atiku Bagudu were either the sub-contractors to the projects or Consultants, and their projects were among the ongoing yet to be completed projects. We decided to withhold the names of the close associates until requested to do so.

Gadar Zaima-Zuru-Gamji Phase II project is being executed and funded through NNPC by the Federal Government. A very close associate of Atiku Bagudu is the Consultant to the project.  The rehabilitation of Jega-Kwanar Sanagi, Koko-Mahuta were also recently awarded by the Federal Government and these are not constituency projects.

Other constituency projects among the once mentioned by Giant include construction of roads in Aliero (ongoing), construction of roads in Jega (ongoing), construction of Karaye road (sabotaged by Kebbi State Government) but ongoing due to the resistance of residents, construction of road in Gwandu (completed), Sani Abacha Bye-pass to Harasawa (near completion),  Kardi road (ongoing), and road in FUBK Kalgo (completed).

Other projects include Mungadi road (near completion), Mayalo road (sabotaged by Kebbi State Government) but ongoing due to resistance of the residence, Bayan Kara road (ongoing), Jiga Birni road (very close associate of Atiku Bagudu contracted as Consultant to the project), to mentioned but the least.

Our happiest thing was that in all the communities were the projects were sited, they all jubilated and showed their gratitude to Senator Mohammed Adamu Aliero for the projects.

Therefore, as far as the common definition of Democracy is government of the people, by the people and for the people, Senator Mohammed Adamu Aliero and Senator Dr. Yahaya Abdullahi were among the most democrats and most performing senators that executed much projects with direct bearing to the lives of the constituents.

We cannot conclude or say much about the issue since the petitioner wrote to the Economic and Financial Crimes Commission (EFCC), investigation will take its cause and time will tell.
